PN editor Milan Rai will be marking the 30th anniversary of Malcolm Rifkind’s ‘Tactical Trident’ speech on 16 November 1993. Rifkind said it was important for Britain to have lower-yield nuclear weapons to be able to deliver ‘an unmistakable message of our willingness to defend our vital interests to the utmost’.
